We advise our clients on their strategic business issues and utilize our management expertise and analytical skills to assist our clients in making informed decisions that will solve problems and lead to success. Cheseldine Management offers a full range of management services, including project management, asset management, grants oversight and administration, inspection services, property management, and advertising & marketing.

Margaret E. Cheseldine,
Founder

Cheseldine Management Consulting, LLC was established by Margaret E. Cheseldine as a Maryland based certified MBE company to provide premier project management services. Ms Cheseldine has more than 27 years experience in major project development, business and personnel management, as well as budget development and oversight. She has held various upper management positions in Executive and Department Head levels. Ms. Cheseldine has administered multi-million dollar budgets and multi- tasked projects. Ms. Cheseldine has directed many entrepreneurial enterprises and has converted businesses in jeopardy of failing to flourishing enterprises. She has continued her community development initiatives through networking with private and non-profit organizations in accomplishing common goals and objectives. Ms. Cheseldine’s areas of expertise include housing program management, community development, grants administration, construction management and human services.

As President/CEO of the company Ms. Cheseldine is involved in all aspects of the company’s development and oversees client progress from preparing and negotiating client contracts to supervising project outcome through quality assurance and control. Ms. Cheseldine possesses a strong working knowledge of both strategic and tactical planning strategies for complex projects from conception through completion.

Ms. Cheseldine holds a Bachelor’s Degree in Social Sciences from St. Mary’s College of Maryland and has attended Master’s level classes in Public Administration at George Washington University. She holds certifications as a Public Housing Executive Director, Housing Rehabilitation Specialist, Housing Quality Standards Inspector, Recreation Facilities Management and Design, as well as various certifications in Public Service Management programs including Gerontology, Public Transit Services, Principles and Practices of Real Estate Salesperson, and Real Estate/Professional Ethics.

Ms. Cheseldine was honored and received the, “Distinguished Alumni Award” from St. Mary’s College of Maryland for outstanding services and accomplishments to the community. Ms. Cheseldine has been recognized as an Outstanding Woman of America and has received various Leadership Awards for her accomplishments and service in the community.

Lisa M. Quill,
President/ CEO

Ms. Quill has more than 20 years experience in the public transportation, housing, and community development fields in a senior management capacity. She has been directly responsible for supervision of staff, including those in upper level supervisory positions, and including positions from full-time to part-time to contractual and has administered multi-million dollar budgets. Ms. Quill has led the development, implementation, and completion of intricate community development programs, including federally subsidized housing programs, Community Development Block Grant projects, and public transportation systems. In addition, Ms. Quill has substantial administrative experience with the implementation and administration of supportive technology and with marketing and media relations.

Ms. Quill received a Masters’ Degree in Public Policy from the University of Maryland, College Park, and graduated summa cum laude with a Bachelor’s Degree in Mass Communication/Journalism from Towson University. She is LIHTC Compliance certified, and holds additional certifications in HQS inspections and Public & Housing Choice Voucher Program Management. Additionally, Ms. Quill is a Certified Community Transportation Manager and Master Transit Trainer.

Ms. Quill was named a second team Academic All-America softball player while at Towson.

Ms. Coyle has over 30 years’ experience in public sector positions including extensive government experience. She has held positions in general administration, housing management and public transit systems operations. She is a certified Loan Specialist and Housing Quality Inspector.

Mr. Cheseldine-Gass has over 9 years experience in office management, customer service, sales and advertising/marketing. He holds a Bachelor’s Degree in Business Management/Interdisciplinary Studies. He is a Maryland licensed home inspector and member of the American Society of Home Inspectors (ASHI). Mr. Cheseldine-Gass is a certified LIHTC property manager, housing quality standards inspector, and certified BPI Building Analyst. He holds certifications in multi-family property management, including the areas of fair housing, leasing preparation, customer service/marketing, and landlord-tenant law.

Mr. Pitzer has over 38 years’ experience in administration and inventory management. He has held a variety of management positions in building management and maintenance. Mr. Pitzer is experienced in multi-family property management and maintenance operations.

Ms. Bell has over 10 years experience in administration and accounting. She holds a BS in Business Administration/Accounting. Ms. Bell works closely with the tenants at all properties managed by CMC and provides support for financial operations to ensure quality fiscal management and clean audits for all properties/investors. She is LIHTC certified project manager.

Ms. Cheseldine-Gass has over 5 years of property management experience, including inventory and cataloging management and general office administration. She is LIHTC and HQS certified.

Mr. Crosby has over 15 years of experience in construction, construction sales, and management. He was an honor graduate in the residential wiring program. He has extensive heavy equipment operating skills, currently holds a class B CDL and is OSHA forklift certified. Mr Crosby is pursuing a degree in business management.

Kris Bayer
Property Manager

Mr. Bayer started his career and spent more than 20 years in the trade association and association management sector. He began as the webmaster for the American Fiber Manufacturers Association in Washington, D.C. and over the years transitioned from Director of Information Technology to Director of Member Recruitment. He oversaw the expansion of the association from 13 to 44 member companies while reducing the budget by nearly 50%. At MCI USA, he was the Director of Sponsorship, Association Management & Consulting where he oversaw sales, sponsorship, and marketing for multiple national and international trade associations.

Mr. Bayer received a Bachelor of Arts in Political Science from Brown University. He is LIHTC Compliance and HQS Inspection certified. Mr. Bayer was a captain of the 1994 Final Four Brown University lacrosse team, named to the Brown Lacrosse All-Decade team and was inducted into the university’s Sports Hall of Fame as a member of the 1991 number 2 nationally ranked team.

A former US Marine, Richard has extensive experience and/or certifications in various maintenance-related and personnel rescue disciplines, including: Crash, Fire, & Rescue; FEMA Structural Collapse; High Angle Rope Rescue; Advanced Rescue; Firefighting and Fire Inspections; Heavy Equipment & Riging; Electrical; Drywall; and General Maintenance. Richard recently has completed his Bachelor of Science in Information Technology and is certified in Cyber Security, CompTIA Network Plus, Security Plus, and JavaScript & CSS Coding.
